Prolific and Other Priority Offenders (PPO) Strategy
Background
- On 30th March 2004 the PM launched the PPO Strategy which was implemented nationally from 6th September 2004
- This is a single, coherent initiative split into three complementary strands (prevent and deter; catch and convict; resettle and rehabilitate)
- CDRP led with the emphasis on a multi-agency approach e.g. Police, CPS, HMCS, NOMS and YOT, with LCJG governance and co-ordination, to provide the delivery of a Premium Service for PPOs
Objective
- Reduce crime by identifying and targeting individuals who are the most prolific offenders, the most persistently anti-social in their behaviour and those who pose the greatest threat to the safety and confidence of their local communities.
Strands Prevent and Deter
- Stop people (overwhelmingly young people) engaging in offending behaviours and graduating into prolific offenders and identifying those on the cusp of criminality.
- Currently in Stockport there are 21 identified pre-prolifics (Nov)
Catch and Convict
- Identify, monitor and manage prolific offenders through multi-agency approach.
- PPOs subject to intense targeting / supervision from Police and Probation.
- Currently in Stockport there are 37 PPOs, 8 are prolific young offenders (Nov).
Rehabilitate and Resettle
- Working with identified PPOs in custody / community to stop their offending by offering a range of supportive interventions.

Progress, Sept 04 - Sept 05
- 59 PPOs.
- 46 PPOs arrested.
- 29 PPOs arrested 1+ times.
- 40 PPOs charged.
- 22 PPOs received custodial sentence.
